Intel (INTC): Recovery Markup and the Turnaround Question

At $99.17, Intel is approaching triple digits for the first time since 2021. The turnaround thesis is no longer speculative. Our analysis reads momentum, but the question is whether it sustains.

Company Overview

Intel’s story is one of near-death and possible resurrection. From its peak as the undisputed semiconductor leader, Intel suffered a cascade of failures: manufacturing process delays, loss of CPU performance leadership to AMD, near-total absence from the AI accelerator market, and a management crisis that shook institutional confidence. The stock fell from over $60 to below $20.

The turnaround, led by a new leadership team, has focused on three pillars. First, regaining manufacturing competitiveness through the Intel 18A process node, which early benchmarks suggest is competitive with TSMC’s leading-edge processes. Second, building a foundry business (Intel Foundry Services) that manufactures chips for external customers, including competitors. Third, developing AI-capable products for the edge and client markets where Intel retains distribution advantages.

Revenue has stabilised around $55 billion annually after a multi-year decline. Margins remain compressed by the enormous capital expenditure required for new fab construction (over $20 billion annually). The CHIPS Act subsidies provide meaningful financial support, but Intel’s turnaround is ultimately a product execution story. The 18A node is the litmus test.

Read: Markup Regime

Intel is in markup, but the character of this markup is fundamentally different from AMD’s. AMD’s markup is growth-driven: expanding revenue, expanding margins, expanding market share. Intel’s markup is recovery-driven: stabilising revenue, potential margin inflection, and a re-rating from deeply depressed valuation levels.

Recovery Markup Characteristics

Recovery markup tends to be faster and more volatile than growth markup. It is driven by short covering and value rotation rather than fundamental re-evaluation. The institutional flow data shows a combination of short squeeze dynamics and genuine long-only accumulation, which creates a more fragile trending environment.

Our analysis reads the current markup as genuine but warns that recovery trends are more vulnerable to disappointment catalysts. A single negative data point, whether a product delay, a customer loss, or a guidance cut, can disrupt recovery markup far more easily than it would disrupt growth markup.

Intel approaching $100 is psychologically significant. Round numbers attract attention and volume. The framework will monitor whether the stock can clear and hold above $100 with volume confirmation. A rejection at this level would be an early warning of markup exhaustion.

Ethical Screening

Intel scores 83.2 on our ethical screening framework. This is a respectable score that reflects Intel’s long history of corporate responsibility alongside the governance challenges of recent years:

Valuation Context

At $99.17, Intel trades at approximately 22x forward earnings on recovery estimates. This is not cheap for a company with compressed margins and uncertain growth, but it is not expensive for a semiconductor company with a credible path to manufacturing leadership. The valuation is entirely contingent on execution.

The Turnaround Premium

Forward P/E: ~22x | EV/Revenue: ~4x | Capex/Revenue: ~40% | Book Value: ~$25/share

Intel trades at 4x revenue compared to AMD at 10x and NVIDIA at 25x+. If the 18A node delivers competitive performance, Intel’s foundry business begins generating revenue, and margins recover to historical levels (50%+ gross margins vs current 42%), the stock has significant re-rating potential. That is a lot of “ifs.” The markup regime suggests the market is beginning to price some of them in.

The downside scenario is equally clear. If 18A disappoints, if foundry customers do not materialise, or if AI accelerator market share remains negligible, Intel’s recovery stalls and the markup phase reverses into distribution. The framework does not predict outcomes. It reads the current weight of positioning, which currently favours the upside scenario.
